The definition of micro, small, and medium enterprises has been amended vide the official gazette notification no. S.O.1702 (E) dated 1st June, 2020 and S.O. 2119(E) dated 26th June 2020. With effect from 01st July 2020, the revised definition of MSME has been effective which is as follows:

Small Enterprises: An enterprise having investment in plant and machinery not exceeding 10 crore rupees and turnover not exceeding 50 crore rupees, falls under the category of small enterprises.
Medium enterprises: An enterprise having investment in plant and machinery not exceeding 50 crore rupees and turnover not exceeding 250 crore rupees, falls under the category of medium enterprises.

Here, it is to be noted that if an enterprise surpasses the prescribed limits for its current category in either investment or turnover, it will transition to the next higher category. However, a downward shift to a lower category only occurs if the enterprise falls below the ceiling limits for its present category in both investment and turnover. This ensures a dynamic classification system that accurately reflects the evolving scale and scope of businesses in the MSME sector

It is to be further noted that all units with a Goods and Services Tax Identification Number (GSTIN) listed under the same Permanent Account Number (PAN) shall be collectively treated as single enterprise and therefore, the turnover and investment figures for all such entities are aggregated, and only the combined values are taken into account for determining the category as micro, small, or medium enterprise.
